A Rapid Review on Urban River Restoration Frameworks

Abstract:
Urban river restoration is crucial for sustainable development, while practitioners still face with choosing the appropriate framework with challenges like several ecological, social, and governance issues. This study applies a systemically analysis rapid review of 17 prominent urban river restoration frameworks and their applicability in urban complex contexts. The study finding presents a recurrent gap in frameworks according to regulatory, core strength, ecological, and multifaceted socio-ecological-technical attributes of urban rivers. However, the top-down frameworks like the Water Framework Directive (WFD) have standardizations but lack adaptability. And participatory models like the catchment-based approach (CaBA) raise the collaboration but have limitations due to institutional capacity. In techno-engineering solutions have no attention to social equity, and diagnostic tools can’t provide prescriptive guidance. This study identifies 4 important challenges in effective restorations: collaborative fragility and top-down governance control, the gap between comprehensive theory and actionable practice, and the silo effect. The analysis shows that the universally applicable, comprehensive framework remains elusive, but each of them has its strengths and gaps.
